Irish Independent: The second-level school managers' representative organisations, the Joint Managerial Body (JMB), and the Association of Community and Comprehensive Schools (ACCS) recently presented proposals to the department for new management structures.Officials agree about the negative effects of the moratorium on filling these positions, and said that the "degree of loss of the posts in many second-level schools has had a significant impact on the leadership of those schools".
